Up to 2020 and orientation to 2030, Mekong River Delta Region will have Inland Container Depot system
ICD development must comply with development plan for seaport system, transport networks and socio-economic development plan of the regional and local; developing ICD system to meet the needs of cargo export and import of each region and economic corridor, particularly for goods shipped by container; simultaneously, developing ICD system must ensure close coordination between Ministries, Sectors and related localities in management activities and exploitation of ICD, especially in the process of selecting specific location to build ICD.
To gradually form and develop ICD system to meet the needs of cargo export and import, increase the throughput capacity for seaports, organize logically container transportation, reduce transportation costs, stored time at the seaport and ensure the safety of cargo, contribute to reducing traffic congestion, especially in big cities; On 13 Dec 2011, The Prime Minister issued Decision No. 2223/QĐ-TTg on approving the development plan for Vietnam ICD system up to 2020 and orientation to 2030.
Accordingly, the objectives to develop are: Up to 2020, constructing ICD system with capacity of around 06 million TEU / year, including: the Northern reaches 1.2 million TEU / year, the Central reaches 600 thousand TEU / year and the Southern reaches 4.2 million TEU / year. Up to 2030, constructing ICD system with capacity of 14.2 million TEU / year, including: the Northern reaches 3.5 million TEU / year, the Central reaches 1.9 thousand TEU / year and the Southern reaches 8.8 million TEU / year.
In particularly, plan for Vietnam ICD system up to 2020 and orientation to 2030 includes: the Northern will form 05 ICD in economic regions and corridors; the Central – Highland will form 05 ICD in economic regions and corridors. Particularly the South will form 03 ICD in economic regions and corridors, include:
First, the Northeast economic region of Ho Chi Minh city: the period to 2020 with more than 150 ha and the period after 2030 with more than 400 ha; serving primarily the provinces and cities: Ho Chi Minh city, Dong Nai, Ba Ria – Vung Tau, Binh Thuan, Binh Duong, Binh Phuoc, Tay Ninh, Dac Nong and Lam Dong; with the throughput capacity of around 6.000.000 TEU / year, mainly through the port complex in Ba Ria-Vung Tau and in Ho Chi Minh city;
Second, the Southwest economic region of Ho Chi Minh city: the period to 2020 with more than 70 ha and the period after 2030 with more than 150 ha; serving primarily the provinces and cities: Ho Chi Minh city, Long An, Tien Giang, Vinh Long, Dong Thap and Ben Tre; with the throughput capacity of around 1.700.000 TEU / year, mainly through the port complex in in Ho Chi Minh city, Ba Ria-Vung Tau and My Tho;
Third, the economic region of Mekong River Delta: the period to 2020 with more than 40-50 ha and the period after 2030 with more than 100 ha; serving primarily the provinces and cities: Can Tho city, Tra Vinh, Hau Giang, Vinh Long, Kien Giang, Ca Mau, Bac Lieu, Soc Trang, An Giang; with the throughput capacity of around 1.100.000 TEU / year, mainly through the port complex in in Can Tho city, Ba Ria-Vung Tau and My Thoi.
Content of the Decision also clarifies some solutions, key policies to implement planning resource are:
- Mobilize to the utmost of domestic and foreign resources to develop the ICD system and connect transportation systems; encourage and create favorable conditions for enterprises of all economic sectors to invest in ICD construction and exploitation in the forms prescribed by law.
- Perfect mechanism for leasing ICD exploitation invested by the State capital source.
- Continue to accelerate reforming administrative procedures; create an open environment in construction investment, commercial exploitation of ICD consistent with the process of integration and international practices.
- Strengthen the State management in the process of implementing ICD system development plan consistent with the construction plan, master plan for socioeconomic development and other plan of sectors and localities.
